EWRC AND THE AGENCY FOR THE COOPERATION OF ENERGY REGULATORS DISCUSSED ENHANCED COOPERATION IN 2016

Assoc. Prof.Ivan Ivanov PhD: Active contacts with the Agency contribute to closer integration with the European Energy Regulators

In 2016 EWRC will host a thematic workshop with experts from the Agency for the Cooperation of Energy Regulators /ACER/ on issues related to the implementation of major policies next year. The initiative is part of a cooperation program in 2016, which was discussed at a meeting of the Energy and Water Regulatory Commissions Chairman Assoc. Prof. Ivan Ivanov and Dennis Hesseling - Head of Natural Gas Working Group in the Agency for the Cooperation of Energy Regulators. EWRC will be equipped with a videoconference in order to improve operational links on various current issues with the Agencys seat. Regulators experts on natural gas market, prices, licenses and control will intensify contacts with experts from the Gas Working Group in ACER on topics of gas infrastructure, balancing tariffs, interoperability and etc.

Assoc. Prof. Ivan Ivanov expressed satisfaction with the planned cooperation program with ACER as a very good mechanism for synchronization and full integration of EWRCs activity in the work of the Agency. "With its active participation in governing and working bodies of ACER, the Bulgarian regulator will contribute to achieving the main objectives of the Agency and also will fully harmonize its activities with European practices and regulations in the area of the internal energy market," said Assoc. Prof. Ivan Ivanov.

The Head of Natural Gas Working Group in ACER Dennis Hesseling pointed out that according to the founding regulation of the organization one of its main tasks is the support and coordination of national energy regulators activities in performing their duties at EU level. According to him, enhancing cooperation with the Agency facilitates the achievement of the goal to create competitive, sustainable, safe and transparent European internal electricity and gas markets for the benefit of all users in the Community.

During the meeting Assoc. Prof. Ivan Ivanov acquainted Dennis Hesseling with the basic guidance in EWRCs activities and in particular the implementation of the regulatory framework in the field of natural gas licensing, transmission and trading. The chair of the Regulator noted the need for a consistent application of the mechanism of self-assessment in order to realize the concept of European Gas Target Model till 2017. In this respect, the construction of interconnectors with neighbouring countries is crucial for Bulgaria, as it is extremely necessary to make a connection with the gas markets in the continent, he said.
